The Program

The Australian Government has established the Fiji Program Support Facility (the Facility) to implement its Education, Health and Scholarship aid programs in Fiji and its Scholarship and Education programs in Tuvalu. The Facility will also support the Civil Society Sector in Fiji and delivery of Australia’s emergency response efforts following natural disasters, as well as Governance sector support when requested by the Fijian Government.

The Civil Service Reform Management Unit (CSRMU) manages and implements a range of reforms across the civil service in Fiji.

The company managing the Facility on behalf of the Australian Government, Coffey, is recruiting the position of Policy Development Specialist on behalf of the CSRMU. The Adviser will report to the Director CSRMU and the Permanent Secretary for MEHA. 

The Position

The Policy Development Specialist will support the overall restructure of the Ministry of Education, Heritage and Arts by providing advice and support in developing and updating policies to align to business processes and support transparent and consistent service delivery. The Specialist will work closely with colleagues in MEHA to identify any legislative amendments required and will empower and train staff to research and draft policy documents. This position will play a key role in supporting staff to understand the changes required and provide input to the overall change management plan and communication strategy.

The Person

The ideal candidate will be qualified with a Masters in Management or similar with a strong background in policy development. Significant public sector experience, including experience implementing reforms or major change will be required, preferably in the education sector. We are seeking candidates with skills in researching and identifying underlying problems and issues which impact on public sector service delivery; combined with skills in training, delivering workshops and coaching and mentoring colleagues. Previous experience working in the Pacific or other developing country context is highly desirable.
