The Australian Government has established the Fiji Program Support Facility (the Facility) to implement its Education, Health and Scholarship aid programs in Fiji and its Scholarship and Education programs in Tuvalu. The Facility will also support the Civil Society Sector in Fiji and delivery of Australia’s emergency response efforts following natural disasters, as well as Governance sector support when requested by the Fijian Government.
The Civil Service Reform Management Unit (CSRMU) manages and implements a range of reforms across the civil service in Fiji.
The company managing the Facility on behalf of the Australian Government, Coffey, is recruiting the position of Implementation of School Staffing Review Specialist on behalf of the CSRMU. The Adviser will report to the Director CSRMU and the Permanent Secretary for MEHA.
The Implementation of School Staffing Review Specialist will build on the results and recommendations from a recent World Bank report and will work closely with senior management within the MEHA to confirm the staffing framework for schools in Fiji, which includes management, teaching and administrative support positions. The Specialist will work with the MEHA HR team to develop job descriptions and undertake job evaluation for all school staffing positions and will work with the Finance Department to identify funding implications. This position will develop and support the implementation of a comprehensive change management plan, risk assessment and communication strategy to guide the implementation of the new school staffing framework.

The ideal candidate will be tertiary qualified and will demonstrate senior experience in an education management role or in organisational development, preferably with knowledge of different school staffing models. Significant public sector experience in organisation design and change management will be required as well as a good understanding of issues and needs for client service in the Education sector, preferably in small island or Pacific countries. We are seeking candidates with strong communication and engagement skills and the ability to build relationships and mentor colleagues from varying cultures, backgrounds and at all levels.
This position is classified Category D Level 3 (long term) capped at the mid-point level under the DFAT Adviser Remuneration Framework.
