The Australian Government has established the Fiji Program Support Facility (the Facility) to implement its Education, Health and Scholarship aid programs in Fiji and its Scholarship and Education programs in Tuvalu. The Facility will also support the Civil Society Sector in Fiji and delivery of Australia’s emergency response efforts following natural disasters, as well as Governance sector support when requested by the Fijian Government.
The Civil Service Reform Management Unit (CSRMU) manages and implements a range of reforms across the civil service in Fiji.
The company managing the Facility on behalf of the Australian Government, Coffey, is recruiting the position of Business Process Documentation and Improvement Specialist on behalf of the CSRMU. The Adviser will report to the Director CSRMU and the Permanent Secretary for MEHA.
The Business Process Documentation and Improvement Specialist will support the ongoing implementation of the new structure within the Ministry of Education, Heritage and Arts by providing guidance and support to mapping business processes for each Department. The Specialist will work collaboratively with MEHA colleagues and other technical specialists in identifying changes in responsibilities and work flow to ensure efficiencies and improvements through the new structure. This position will play a key role in supporting staff to understand the changes required and provide input to the overall change management plan and communication strategy.

The ideal candidate will be tertiary qualified in a relevant field and will need to demonstrate a strong background in developing business process documentation, problem identification and analysis, ideally in a large, service delivery organisation. Significant public sector experience, including in implementing reforms or major change will be required, preferably in the education sector. We are seeking candidates with skills in researching and identifying underlying problems and issues which impact on public sector service delivery; combined with skills in training, delivering workshops and coaching and mentoring colleagues. Previous experience working in the Pacific or other developing country context is highly desirable.
This position is classified Category D Level 3 (long term) capped at the mid-point level under the DFAT Adviser Remuneration Framework.
