 The Program

BEQUAL directly supports education priorities of the Government of Laos described in the Education Sector Development Plan prepared by the Ministry of Education and Sports (MoES) and is aligned with the strategic directions set out in Australia’s Education Delivery Strategy 2013-2018. BEQUAL is designed to be implemented over a total of 10 years, in three distinct phases, Phase 1 will end in August 2020. BEQUAL’s program logic was revised in early 2018 and focuses on three intermediate outcomes – national curriculum, better teaching and support systems. In addition to supporting MoES with the development and implementation of the national primary curriculum (Grades 1-5) in 17 provinces and one municipality, BEQUAL will provide additional support to 32 educationally disadvantaged districts for supporting teachers with the implementation of the new curriculum to improve learning outcomes for children.

The Regional Coordinator (special projects) coordinates, monitors, analyses, reports and follows up on the implementation of program activities in BEQUAL’s target districts. This includes implementing data collection and monitoring systems under the direction of the Regional Program Manager and with guidance from the Monitoring, Evaluation and Learning (MEL) Manager for quality assurance to support BEQUAL activity delivery including small grants, distribution of the new curriculum materials, training and professional development for the new curriculum, and induction for new teachers. This position will play a major role in supporting the coordination and monitoring of inputs of the various implementers at sub-national level: Provincial Education and Sports Services, District Education and Sports Bureaus, Teacher Training Colleges, schools and Village Education Development Committees. The Regional Coordinator (special projects) will assist the Regional Program Manager to ensure that the program’s commitments to gender equality, disability and inclusion, and child protection are addressed in activity implementation.

The Person

The ideal candidate will have a Bachelor level qualification in Education, or a related field, or demonstrate the equivalent professional experience. Qualification in monitoring and evaluation is desirable. Significant field-based experience in Lao PDR, with provincial and district authorities and communities is essential. Together with your experience facilitating adult education workshops, activity monitoring, data collection, analysis and reporting, managing and administrating small grants, you will have sound experience coordinating project activities with a development project. Capacity to work autonomously with a high level of initiative as well as experience working in a diverse team is essential. You will also be fluent in Lao, including protocol and formal correspondence and have good English language skills. Willingness to undertake frequent field travel to rural and remote districts and schools is essential
