The Program

On behalf of the Australian Department of Foreign Affairs and Trade Coffey is managing the delivery of support and technical assistance to the Vanuatu Ministry of Education and Training (MoET) as part of the Vanuatu Education Support Program (VESP 2). We support the MoE in implementing its reform program that is focused on children across Vanuatu having better access to an inclusive, quality basic education, as well as supporting the management and allocation of education resources through evidence-based decision making.

VESP 2 commenced in February 2019 and will help build on the Ministry’s reforms to date and support teachers and students into the senior Primary years. As part of VESP 2, the Australia Awards Vanuatu (AAV) will also be supported.

Coffey through VESP 2 is seeking applications for the position of Data Management Specialist for Open Vanuatu Management Information System (OVEMIS) to join this program. 

The Position

This position supports the MoET in its development of the Open Vanuatu Education MIS for storing data and providing reports. The OVEMIS can be a central part of data collection, management, planning and reporting. The intent is all Professional Development (PD) activities be loaded, at the time, onto OVEMIS to provide an up to date record of activities and participants and to be able to report against (ie gender, Province, language). The support includes options for an offline version that can still be used by schools without internet connectivity.

Key duties

Reporting to the Director of the Policy and Planning Unit at MoET and the VESP 2 Team Leader the Data Management Specialist will work with representatives of the Teaching Services Commission and Ministry’s OVEMIS staff to support use of the system in data storage, retrieval in MoET planning and management and reporting. The Specialist will liaise/consult as needed with MoET unit managers and other VESP advisers to develop OVEMIS as the main monitoring tool for VESP 2 funded activities.

Some key responsibilities will include:

  • Work with MoET and VESP 2 staff to upgrade the OVEMIS into a user friendly and more comprehensive planning and management tool, including a simple flow chart and instructions for new users
  • Oversee the ability of OVEMIS to provide reports that can be used for monitoring and reporting
  • Assist OV and SBM to complete the reporting module and template for School Inspectors to use
  • Assist ICT Unit to assess the options and then formulate an offline version for OV to assist schools that do not have access to network in order to submit their data and financial reports
  • Ensure data is secure and provided in a form that complies with MOET and VESP 2 report requirements
  • Continue policy work to mandate recording of student birth certificates in Open VEMIS
  • Assist ICT Unit to upgrade OVEMIS language options (English and French) in all webpages.

The Person

We are seeking applicants with a degree qualification in a related field or a relevant post-graduate qualification in ITC or data management is desirable. It is essential that the successful candidate  demonstrates senior level experience in data management systems, with specific experience in the use of MIS systems for reporting and tracking.  You will also have demonstrated extensive experience with large scale data collections and IT applications in developing, implementing and managing IT & Communications systems and have the ability to develop and maintain effective working relationships. Proven experience in writing and presenting “user friendly” reports for clients and key stakeholders as well as having experience in the education sector in the Pacific or another developing country is highly desirable. The successful candidate will be an effective communicator with excellent attention to detail and have the ability to work in a cooperative manner as part of a dynamic team.
