The Program

The Incentive Fund Phase 4 (IF4) aims to attract, identify and incentivise high performing organisations to expand the reach, coverage and quality of their contribution to service delivery and/or economic development in Papua New Guinea (PNG). Projects previously funded include the redevelopment of markets, schools, health aid posts, clinics and hospitals and the construction of marketplaces and bridges.

IF4 funding may be allocated to support activities in a range of sectors including but not limited to health; education; transport; law and justice; governance and public administration; climate change mitigation, renewable energy, water and sanitation (WASH), agriculture and rural development.

Within these broad parameters, a minimum of:

  1. 50% will be allocated to infrastructure;
  2. 80% will support empowerment of women and girls; and
  3. 20% will support private sector investment.

IF4 commenced in July 2016 and manages Incentive Fund Agreements (IFAs) ranging in value from PGK1million to PGK10million to a diverse range of high performing Papua New Guinean organisations throughout PNG. Currently there are 13 ongoing IFAs under implementation by grantee organisations and oversighted by the program.

The current term of the IF4 program runs to June 2022.

The Position

The Monitoring and Evaluation Manager is responsible for leading and managing the program progress baseline agreed project indicators and targets and implementation of the Monitoring and Evaluation (M&E) framework and to develop the methodology and tools that will be used for robust project monitoring  including case-studies and other evaluations for the IF4 program to ensure they are consistent with DFAT M&E Standards. The role assists to identify program impact and ensures that gender equality and social inclusion requirements and perspectives are integrated into all M&E processes.

The Person

The Monitoring and Evaluation Manager will possess a postgraduate degree(s) in monitoring and evaluation, international development, education or related field or equivalent international experience in the M&E sector. The ideal candidate will have demonstrated significant experience in the development and management of M&E frameworks and plans on donor assisted programs and projects. You will have a strong demonstrated understanding of various methodologies in monitoring and evaluation, both qualitative and quantitative, such as surveys, record reviews, focus groups and case studies.

To be successful in this role, you will have you will have demonstrated experience in working with government agencies (including the Australian Government), service providers and multiple stakeholders in a cross-cultural environment to support the application of M&E frameworks and plans. Demonstrated successful experience with promoting and achieving GEDSI aims within challenging environments in addition to evidence of excellent analytical, research, writing and communication skills in English language, including communication of results and report writing for a range of stakeholders is essential.

The ability and enthusiasm to lead change and foster a ‘can-do’ team culture, to assess and work sensitively in a cross-cultural multi-stakeholder context and the ability and desire to respond to client priorities is essential.
