Team Leader – Evaluation of Adolescent Girls’ Education and Empowerment programme




Tetra Tech is looking for an International or National Team Leader to lead the Evaluation component of an anticipated UK FCDO funded Adolescent Girls’ Education and Empowerment programme, in the following likely focus countries; Nigeria, Sierra Leone, Somalia, Sudan, Uganda, Chad, Niger, Mauritania.  This position will be home based and will require frequent travel to the field programme areas. The person will report directly to Programme Director at Tetra Tech Office in UK and will maintain close liaison with FCDO.


The Programme


The programme will aim to empower marginalised girls in fragile contexts with quality education and the relevant skills for productive livelihoods, enabling girls to make choices over the decisions that affect their lives. It will focus on strengthening education systems as well as fostering a shift in social norms to address barriers to education faced by marginalised adolescent girls. Marginalised girls (aged 10-19) here are defined as in- and out-of-school girls affected by social, economic, and contextual barriers (eg poverty, distance, child marriage, adolescent pregnancies, hard to reach areas, disability…).The anticipated outcomes of the project are: i) barriers to education are reduced (in the form of social norms, poverty and other barriers); ii) formal and non-formal schools deliver quality education with a focus on literacy and numeracy; iii) girls have increased opportunities to learn relevant skills for future livelihoods and are empowered to make choices that affect their lives; and iv) what works evidence is generated.


As of March 2020, the expected value of the programme was GBP 300 million for the implementation, while the evaluation contract value was not specified. The programme duration was expected to be 5 years, with potential further investment of 3-5 years. The Evaluation component is anticipated to begin in Autumn 2021.


The Assignment


The programme will have a separate research, monitoring and evaluation component so that it develops evidence on what works for marginalised adolescent girls’ education and empowerment. FCDO are exploring the idea of an independent M&E contract, to provide timely, insightful and relevant evidence about performance and delivery to support project adaptation, capture learning, inform decision-making and increase accountability. FCDO are also exploring allocating some of budget to fund research to support research studies that will gather robust, relevant and useful evidence about impacts, delivery, effectiveness and relevance of different approaches in different contexts.


The Position


Tetra Tech is seeking a dynamic Team Leader with over 10 years’ experience in programmes focusing on adolescent girls, education and economic empowerment in international development contexts, including FCAS. The ideal candidate will be able to demonstrate exceptional knowledge and understanding of girls’ education in international development contexts and will have extensive experience designing and delivering programmes for DFID and the FCO, including on large, complex, multi-country research programmes and evaluations. The candidate must have exceptional client and relationship management skills and experience managing large, remote-based teams. The Team Leader will lead a core internal team alongside a wider team of thematic and evaluation experts to coordinate all aspects of the evaluation. The Team Leader will also manage relationships with Southern-based Research Partners.


The Team Leader will be accountable for all aspects of programme evaluation. S/He will lead a team of evaluation specialists, technical experts and local partners based in programme countries. S/He will also be responsible for building and managing relationships with FCDO and other key stakeholders including the programme implementing partners, downstream partners, government line ministries and other donors. The Team Leader will be responsible for ensuring the delivery of high-quality, user-friendly, action-oriented evaluation reports and evidence and learning to meet FCDO needs.





  • Postgraduate degree in a relevant field – such as gender and international development, international education, social sciences, international development, social research, anthropology.
  • 10 years’ or more experience with education, gender, youth employment and/ or economic empowerment interventions in international development contexts – including research experience or experience using evidence to inform policy or programmatic changes.

  • Technical expertise in gender, education, economic empowerment and social norm change in a developing context.

  • Experience delivering or working on education and girls’ economic empowerment programmes for FCDO, with a focus on programmes that support marginalised and vulnerable young people.

  • Knowledge and understanding of national education policy across a range of developing contexts.
  • Experience working in FCAS countries in Sub-Saharan Africa.




  • Experience working in the Sahel.

  • Published expert in the field of gender, education, social norm change and/ or economic empowerment and international development.

  • Strong methodological background in quantitative and qualitative approaches to research and evaluation – including synthesis and meta-evaluations, survey design, participatory methods, and qualitative comparative analysis. 

  • Strong client relationship management experience.

  • Experience managing remote-based teams and working effectively with a range of stakeholders – including FCDO/ implementing partners, grantees, and local research partners.
